The retention period at Stichting CIS depends on the type of registration. A general rule that every CIS registration has the same term is therefore incorrect. Stichting CIS distinguishes, among others, claim notifications, reports about uninsured motor vehicles, disqualifications of the driving entitlement, confidential communications and EVR registrations with insurers.
If you want to know what applies in your own situation, first request access to your CIS registrations. Only when it is clear which type of registration has been recorded can the correct term and the possible correction route be assessed.
What is Stichting CIS?
Stichting CIS administers a database containing data provided by participating insurers. That database may, for example, contain data about submitted claims or certain other registrations. According to Stichting CIS, a claim notification means that someone asserts a claim to insurance coverage. A claim notification is therefore not automatically a fraud or EVR registration.
CIS is not the same as the British Construction Industry Scheme. Nor is CIS the same as BKR. BKR concerns credit registrations; Stichting CIS concerns a database for participating insurers and the types of registrations they record there.
Which retention period applies per type of CIS registration?
Stichting CIS publishes a starting point per registration type. In broad lines the following terms apply.
| Registration type in the CIS database | Term according to Stichting CIS |
|---|---|
| Claim notification | Five years from the reference date |
| Guarantee fund notification for uninsured persons | Five years from the reference date |
| Disqualification of the driving entitlement | Five years from the last day of the disqualification |
| Confidential communication due to removal from the register (royement) | Five years from the reference date |
| Confidential communication due to non-payment | Three years from the reference date |
| EVR registration at an insurer | Maximum eight years under the PIFI; in CIS until the end date |
The official explanation from Stichting CIS states that registrations are automatically removed from the CIS database at the end of the applicable period. The term must therefore always be checked for the specific registration type.
EVR in insurance: what does this mean for the duration?
EVR stands for Extern Verwijzingsregister. For insurance registrations that are in the CIS database, EVR falls under the rules of the Protocol Incidentenwaarschuwingssysteem Financiële Instellingen (PIFI). Stichting CIS states a maximum registration period of eight years for this category. That is a maximum and not an automatic determination for every situation.
An EVR registration is different from an ordinary claim notification. The insurer concerned is responsible for the content of an EVR registration. If you disagree with an EVR registration, Stichting CIS names the insurer that placed the registration as the party to which you must submit a correction request.
According to Stichting CIS the CIS database does not contain EVR or EVA registrations for banking and mortgage products. For that information CIS refers to BKR and Stichting Fraudebestrijding Hypotheken.
How do you request access to your CIS registrations?
You can submit an access request to Stichting CIS. CIS will then share the registrations from the CIS database that relate to you. The right of access is personal.
Access is a logical first step when you want to check which registration type has been recorded, which reference date is used and which insurer is responsible for the data.
How does correction of a CIS registration work?
According to Stichting CIS you must first request access. Afterwards you can contact the insurer involved. You can also submit a correction request via CIS within three months after you have received the results of your access request. For each registration you must clearly indicate which personal data you believe are incorrect and why.
CIS forwards a correction request to the party involved. The participating insurer that placed the registration is responsible for the content. CIS cannot change the data itself.
A request does not automatically lead to removal. The outcome depends on the registration type, the accuracy of the data, the insurer involved and the facts of the file.
What should you keep for an assessment?
Keep the results of the access request, correspondence with the insurer, policy documents, claim documents, decisions and documents that support your position. Also ask which registration exactly was placed and which reference date belongs to it. Without that information it is difficult to carefully assess the applicable term or correction route.
Frequently asked questions about CIS retention periods
Is the retention period at CIS always five years?
No. Stichting CIS names different terms per registration type. For example, claim notifications remain in the CIS database for five years from the reference date, while a confidential communication due to non-payment can remain for three years. An EVR registration at an insurer, according to Stichting CIS, has a maximum duration of eight years under PIFI.
Is a CIS registration automatically removed?
Stichting CIS states that registrations are automatically removed from the CIS database at the end of the applicable period. First it must be established which registration type has been recorded and from which date the term runs.
Can I have a CIS registration corrected?
You can submit a correction request after access. Stichting CIS states that the insurer involved is responsible for the content of the registration. A correction request therefore requires a concrete explanation of the data you consider incorrect.
What is the difference between a CIS registration and an EVR registration?
CIS is a database with different registration types from participating insurers. EVR is the Extern Verwijzingsregister and for insurance registrations falls under PIFI. An ordinary claim notification is not automatically an EVR registration.
Is a banking EVR registration also in the CIS database?
Stichting CIS states that the CIS database does not contain EVR or EVA registrations for banking and mortgage products. CIS refers for that information to BKR and Stichting Fraudebestrijding Hypotheken.
